The Reading business picture
At the Companies House snapshot of 1 September 2026, the Reading post town had 23,534 active companies. In the 12 months to August 2026, 3,069 new companies were incorporated there, which is 130.4 for every 1,000 active companies against 137.5 for the UK. Reading ranks 107th of 175 post towns with at least 5,000 companies for the rate of new incorporations, where 1st has the highest rate.
The wider RG postcode area, which reaches across much of Berkshire and into neighbouring counties, holds 59,463 active companies. It saw 6,900 new companies in the same 12 months, or 116.0 per 1,000, noticeably below the UK rate. Fewer new companies are forming here, relative to the size of the company base, than across the UK as a whole.
Reading is also well supplied with accountants. The post town has 319 accountancy firms registered as companies, which is 74 companies for every firm against 83 for the UK, ranking 119th of the 175 towns, where 1st has the most companies per firm. Across the RG area there are 856 firms and just 69 companies for each.
These are company figures, not business figures. Sole traders and ordinary partnerships are not on the Companies House register, and sole practitioner accountants and accountancy LLPs are not counted either. Registered addresses that hold 1,000 or more companies, such as formation agents, are excluded, and a registered office is not always where a company trades.
With that many firms nearby, choice is not the problem for a Reading company. The better filter is whether an accountant deals every day with the kind of work Reading companies do, which the next section shows is weighted heavily towards technology and consultancy.
Industries that stand out
A location quotient compares an area's share of companies in a trade with the UK share, so 2.34 means 2.34 times the UK share. Measured across the RG postcode area, four trades stand out, and all four are professional services.
IT consultancy (2.34)
There are 3,777 active IT consultancy companies in the RG area, more than twice the UK share and the strongest over-representation on this page. For a one-person company supplying its owner's services to a client, the off-payroll working rules (IR35) are the first tax question. If the client is a medium or large business or in the public sector, the client decides whether the rules apply. Software development (1.58)
The area has 1,586 active software development companies, and 329 were incorporated in the 12 months to August 2026. Developers on contracts face the same IR35 questions. Developers selling mostly their own time should also check the VAT Flat Rate Scheme carefully: a business that spends less than 2% of turnover, or less than £1,000 a year, on goods counts as a limited cost business and pays a flat rate of 16.5%, which can make the scheme poor value. With 4,234 active companies, management consultancy is the largest of the four groups by number. Employment placement agencies (1.42)
The RG area has 460 active employment placement agency companies. For any agency that places workers through umbrella companies, the rules changed on 6 April 2026. For payments made on or after that date, the agency that contracts with the end client is responsible for making sure PAYE is operated correctly, and HMRC can recover any underpaid PAYE from the agency. Local practicalities for Reading businesses
Business rates
Reading Borough Council bills business rates in the borough, and you apply for small business rate relief by emailing its business rates team. The relief removes the bill on a single property with a rateable value of £12,000 or less and tapers to nothing at £15,000. If you take on a second property on or after 27 November 2025, you keep the relief on your main property for 3 years. Premises in Wokingham, Bracknell, West Berkshire and other nearby areas are billed by those councils instead.
The council also explains the new multipliers from April 2026. For 2026/27 most properties with a rateable value under £51,000 use the small business multiplier of 43.2p, and properties from £51,000 to £499,999 use the standard multiplier of 48p. Qualifying retail, hospitality and leisure premises get lower rates. The council asks ratepayers to check their 2026/27 bill uses the right multiplier.
Business support
The Berkshire Growth Hub offers free, impartial support to businesses of all sizes, including one-to-one sessions with business advisers. It is funded by the Department for Business and Trade through Wokingham Council as the accountable body, and is part of The Skills and Business Hub. Reading Borough Council also points businesses to its economic development partner, REDA, for local networking, office space and skills support.
