The Cheltenham business picture

An agency that places workers with clients and does not operate PAYE on their pay must send HMRC a report of those workers every quarter, and HMRC charges penalties for late, missing or incorrect reports. Cheltenham Borough Council bills business rates in the borough, and you apply for small business rate relief through its online form. There is no bill on a single property with a rateable value of £12,000 or less, and the relief tapers to nothing at £15,000. The council applies Supporting Small Business Relief automatically from 2026/27 to 2028/29, to limit bill increases for businesses losing other relief after the 2026 revaluation. Taxi and private hire licensing
The council issues hackney carriage driver licences, which cover both taxis and private hire vehicles, and private hire only licences.
