There are more companies for every accountancy firm here than the UK average, so good accountants tend to be busy. Sole traders and partnerships are not on the Companies House register, so these figures count companies only. How we calculate this.

The Leeds business picture

There are 56,946 active companies registered in the LS postcode area, which covers Leeds along with towns such as Wetherby, Otley, Ilkley and Pudsey. 8,359 new companies were set up there in the 12 months to August 2026. That is 146.8 new companies for every 1,000 active ones, against 137.5 across the UK.

The Leeds post town on its own has 45,869 active companies, and 7,189 new ones were set up in the same period. That is 156.7 per 1,000, which puts Leeds 52nd of the 175 UK post towns with at least 5,000 companies.

These figures count registered companies only. Sole traders and ordinary partnerships are not on the Companies House register, and a company's registered office is not always where it trades, so the city's working economy is wider than the numbers show.

How many accountancy firms are there?

The LS postcode area has 621 accountancy firms set up as companies, one for every 92 companies, against one for every 83 across the UK. The Leeds post town has 480 firms, one for every 96 companies. That ranks it 40th of 175 towns when ordered from the most companies per firm to the fewest, so Leeds has fewer incorporated accountancy firms for its size than most of those towns. Sole practitioners and LLPs are not in the count.

In practice, the number of firms nearby says little about the right choice for you. Tax returns, company accounts and VAT are all filed online, so it is more useful to ask whether an accountant knows your sector, whether the fee is fixed and whether you deal with the same person each time.

Industries that stand out in Leeds

A location quotient compares how common a trade is locally with how common it is across the UK: 1.73 means the trade makes up 1.73 times the UK share of companies. Leeds has several professional and health sectors well above the national average.

Recruitment agencies

Employment placement agencies have 536 active companies in the LS postcode area, a location quotient of 1.73, the highest of any trade we track here. Agencies that supply temporary staff charge VAT on the full amount billed, including the worker's pay, not just their margin. From 6 April 2026 an agency that contracts with the end client can also be made responsible for PAYE where an umbrella company further down the chain gets it wrong. See accountants for recruitment agencies.

GP practices and locum doctors

GP practice companies have a location quotient of 1.58, with 470 active. Self-employed GP locums can pay into the NHS Pension Scheme, but not if they work through their own limited company or an agency, so the structure you choose has pension consequences. In July 2026 HMRC also confirmed that supplies of GMC-registered locum doctors may be exempt from VAT, including when supplied through an employment business. Read more on our locum accountants page.

Solicitors

Solicitors' practices have a location quotient of 1.4, with 197 active companies. Firms holding client money must follow the SRA Accounts Rules, including regular client account reconciliations, and legal fees are normally standard-rated for VAT, with strict conditions before a cost can be passed on as a disbursement outside VAT. See accountants for solicitors.

Dental practices

Dental practices have a location quotient of 1.37, with 317 active companies. Dental care is exempt from VAT whether it is NHS or private, so most practices cannot reclaim VAT on their costs. Associates who want NHS pension benefits need to think carefully before incorporating, because dentists working through a limited company cannot contribute. See accountants for dentists.

Therapy and other health services (1.26) and advertising agencies (1.22) are also more common in Leeds than across the UK.

Local practicalities in Leeds

Clean air charges

Leeds does not have a charging Clean Air Zone. The council had planned one, but a joint review with government in 2020 found it was no longer needed because buses, lorries and other vehicles in the city had switched to cleaner engines faster than expected. Leeds is not on GOV.UK's list of operating zones.

Bradford, next door, does run a Class C zone. It charges buses, coaches, taxis, private hire vehicles, heavy goods vehicles, vans and minibuses that do not meet the emission standards, though not private cars. If you drive a van or a licensed vehicle into Bradford for work, check your vehicle on GOV.UK's clean air zone guidance first.

Business rates and small business rate relief

Business rates in the city are billed by Leeds City Council. Under the national scheme, a business using one property with a rateable value of £12,000 or less pays no business rates, and the relief tapers away between £12,001 and £15,000. If you meet the criteria, Leeds lets you submit an online request for small business rate relief. The council also runs a discretionary relief scheme, and both are explained on its relief from business rates page.

Business support

The West Yorkshire Business Growth Hub, run by the West Yorkshire Combined Authority, brings together free support, guidance and resources from councils, universities and national programmes across Bradford, Calderdale, Kirklees, Leeds and Wakefield. It covers testing an idea, writing a business plan, funding options and skills, whether you are starting out or growing.

FAQ

Questions from Leeds businesses

Do I need an accountant based in Leeds?

No. Tax rules are the same in Leeds as elsewhere in England, and returns to HMRC and Companies House are filed online. The more important questions are whether your accountant understands your sector and how easy they are to reach. GoForma has no Leeds office; we work with clients online by phone, video, email and WhatsApp, and every package includes FreeAgent accounting software.

How many accountancy firms are there in Leeds?

The Leeds post town has 480 accountancy firms registered as companies, one for every 96 companies, and the wider LS postcode area has 621, one for every 92. The UK figure is one for every 83. These counts come from the Companies House register on 1 September 2026 and include only firms set up as companies, so sole practitioners and LLPs are left out.

Is there a Clean Air Zone in Leeds?

No. Leeds planned a charging Clean Air Zone, but a 2020 review with government found it was no longer needed because vehicles in the city had become cleaner faster than expected, and it was not introduced. Neighbouring Bradford does charge non-compliant taxis, private hire vehicles, vans, minibuses, buses, coaches and lorries, so check your vehicle if you work there.

Can you help a recruitment agency in Leeds?

Yes. Recruitment is the trade most over-represented in the LS postcode area, with a location quotient of 1.73. Agencies deal with VAT on the full charge for temporary workers, the umbrella company PAYE rules in force from 6 April 2026 and quarterly employment intermediary reports. Our limited company packages cover the accounts, Corporation Tax and payroll, and your accountant will check the agency-specific rules with you.

Can you help if I am setting up a limited company in Leeds?

Yes. We can help you weigh up a limited company against working as a sole trader and help you set it up. Our Start Bundle then covers year-end accounts, the Corporation Tax return, payroll for one director and an IR35 review on every contract for £88 a month excluding VAT, with 50% off the first three months. Everything runs online, so your location makes no difference.

How do I get small business rate relief in Leeds?

Leeds City Council bills business rates in the city, and if you meet the criteria you can submit an online request for small business rate relief through its website. Nationally, a business with one property with a rateable value of £12,000 or less pays no business rates, and relief tapers away up to £15,000. The council also runs a separate discretionary relief scheme.
